How licensing works in Newfoundland and Labrador
New drivers in Newfoundland and Labrador go through the Graduated Driver Licensing program. You start at Level I (a learner, or novice) and move to Level II after you pass an on-road test.
| 阶段 | 如何获得 | 最短时间 |
|---|---|---|
| Level I (novice learner) | Be 16, pass the written test, vision test and ID check | 12 months, or 8 with an approved driver education program |
| Level II (novice licensed driver) | Pass the on-road test | 12 months |
Level I rules
- Accompanying driver: holds a Class 5 licence, has at least 4 years of experience, has 0% blood alcohol and sits in the front seat beside you.
- No other passengers.
- 午夜至早上5点之间不能开车。
- 0% blood alcohol for you.
- NOVICE DRIVER sign, at least 5 cm high, on the rear of the vehicle.
- Your Level I licence is valid for two years.
Level II rules
- 0% blood alcohol for you and any accompanying driver.
- Midnight to 5 a.m.: a licensed driver with at least 4 years of experience must be with you, unless you are driving for work. If a peace officer asks, show proof of your working hours.
- Passengers: no more than the number of seatbelts.
Putting the rules together
- You are in Level I. Your aunt, who has driven for 10 years and has had no alcohol, sits beside you. Your younger brother wants to come along. Not allowed: Level I drivers carry no passengers besides the accompanying driver.
- You are in Level I, and a friend who has had a Class 5 licence for two years offers to ride with you. Not allowed: the accompanying driver needs at least 4 years of experience.
- You are in Level II and drive home alone from a closing shift at 12:30 a.m. Allowed under the work exemption. Carry proof of your working hours.
- You are in Level II at 2 a.m., and your accompanying driver still has some alcohol in their blood from a drink earlier. Not allowed: the 0% rule applies to the accompanying driver too.
Demerit points for novice drivers
Novice drivers have a lower demerit limit than experienced drivers. Here is how it works:
- 3 points: you get a written notice.
- 6 points within one year: your licence is suspended.
- Suspension length: 2 months the first time, 4 months the second time and 6 months the third time.
- After each suspension you restart your current licence level and must complete a Responsible Drivers Workshop.
- A points reduction course can remove up to 4 points every five years, if you have not reached a suspension.
The written permit test
You can take the Class 5 permit test online through MyGovNL in English. French and Ukrainian versions are offered at Motor Registration Division locations; book an appointment for either one.
After you pass, book an appointment for a vision test and to have your identity documents checked. Your permit is issued after that. Check the Motor Registration Division’s identification page so you bring the right documents.
