Who provides flagger certification in Alberta?

Your employer arranges it. The contract, permit or authorization for the job sets the requirement, so ask your employer which flagger course is accepted.

What speed applies where flaggers work on a two-lane highway?

The 2018 manual lists a 50 km/h work zone speed on two-lane highways where flagpersons or traffic lights control traffic. Always follow the signs posted at the site.
