How licensing works in Pennsylvania
Pennsylvania drivers under 18 move from a learner's permit to a junior license, then to a senior (full) license. You must pass the knowledge test before your permit becomes valid.

Your practice hours
Teens must complete 65 hours of behind-the-wheel practice, including 10 hours at night and 5 hours in bad weather. A parent or guardian signs form DL-180C to certify them. Bring it to the road test.
The PennDOT knowledge test
The knowledge test checks what you know about traffic signs, Pennsylvania driving laws and safe driving. It has 18 multiple-choice questions, and you must answer 15 correctly. That means you can miss only three.
- The test is offered in written and audio format in 30 languages, on request, at all Driver License Centers.
- If you fail, you may retake it the following business day.
- PennDOT offers a free practice test app, but it is a study tool, not the official test.
Rules specific to Pennsylvania: the road test
Pennsylvania's road test has some rules you should know before you book. Teens can schedule up to six months ahead, online or by phone. PennDOT-certified third-party examiners can also give the test, for their own fee.
What to bring (originals only)
- Your valid learner's permit
- Form DL-180C, signed by a parent or guardian, if you are under 18
- The vehicle's registration card and proof of current insurance
- An accompanying driver: licensed and 21 or older, or a licensed parent, guardian or spouse 18 or older
The examiner checks the car's registration, insurance, inspection sticker and equipment such as lights, horn, brakes, wipers, signals and mirrors. Seat belts must work.
Parallel parking
You must park midway between two uprights in a space 24 feet long and 8 feet wide, in one attempt, using no more than three adjustments. Touching an upright or the curb, or crossing the painted line, is a fail. A car with a self-parking feature is allowed only if that feature is switched off.
Parallel parking: pull alongside, reverse into the space, then straighten up.

- Straighten out midway in the space
If you fail
- Drivers under 18 must wait seven days to retake the road test.
- You get three attempts per learner's permit. After the third fail, you must reapply to extend it (form DL-31).
- If you do not pass within three years of your physical exam date, you must start over and retake the knowledge test.
Phones
Pennsylvania bans hand-held device use for all drivers. The law, known as Paul Miller's Law, took effect on June 5, 2025. Texting while driving is also banned.
Making the most of your practice
Your supervised hours are where you really learn to drive. Plan them instead of leaving them to chance, and ask your supervisor to give you calm, clear feedback after each trip.
- Start in an empty parking lot to learn steering, braking, turning and backing.
- Move on to quiet streets, then busier roads, multi-lane roads and highways.
- Practice at night and in rain, so your first night drive alone is not your first night drive ever.
- Work on the skills a road test checks: full stops, lane changes, turns, parking and backing.
- Say out loud what you see: signs, hazards, and what other road users might do next.
In Pennsylvania, you need 65 hours, including 10 at night and 5 in bad weather. Write down each drive right after it ends, with the date, the time and the conditions, so your log is complete when you apply.
On test day
- Check the official website the day before for documents, hours and any appointment rules.
- Bring every document on the official list, in the form the office asks for.
- Get a good night's sleep and arrive early, so you are not rushed.
- Read each question twice. Watch for words like always, never, only and except.
- If you are not sure, rule out the answers you know are wrong, then choose the safest one.

- Spend extra time on road signs. They are a big part of the test.
